while going down a periodic table metallic character increases hence as the metallic character increases the basic character increases too and formaldehyde does react with tollen's reagent([AgNH3]2)and i am really vry srry for previous answr as i was mistaken while writting tollens reagent's formulae

well i think ions are present in both solid and liquid state the only difference is that in liquid state these ions are free to move as carriers of electricity while in case of solids they packed up tightly hence no space to move and they don't conduct electricity
