If p-benzoquinone toutomerize the carbon next C=O group will have to change from sp2 to sp3. This will produce a lot of ring strain and will remove aromaticity of benzene ring. That is why it does not show toutomerism.

 That means tautomerism and  the enol form exists but the equilibrium is highly towards the keto form .

This is different from the fact that tautomerism is not possible (say in the absence of all alpha hydrogens)
